A trade agreement (also known as a trade pact) is a large-scale tax, customs and trade agreement, which often includes investment guarantees. It exists when two or more countries agree on conditions that help them trade with each other. The most frequent trade agreements are preferential and free trade regimes to reduce (or remove) tariffs, quotas and other trade restrictions imposed on intermediaries. In general, trade diversion means that a free trade agreement would divert trade from more efficient suppliers outside the zone to less efficient suppliers within the territories. Whereas the creation of trade implies the creation of a free trade area that might not otherwise have existed. In any case, the creation of trade will increase a country`s national well-being.  At the international level, there are two accessible databases that have been developed by international organizations for policy makers and businesses: free trade allows the total import and export of goods and services between two or more countries. Trade agreements are forged to reduce or eliminate import or export quotas. These help participating countries to act competitively. Second, the term “preferential trade agreements” can be used for agreements with a partial scope.
These agreements provide preferential market access by reducing import tariffs to a limited amount of goods. All these agreements still do not collectively add up to free trade in its form of free trade. Bitter interest groups have successfully imposed trade restrictions on hundreds of imports, including steel, sugar, automobiles, milk, tuna, beef and denim. These occur when one country imposes trade restrictions and no other country responds. A country can also unilaterally relax trade restrictions, but this rarely happens. This would penalize the country with a competitive disadvantage. The United States and other developed countries do so only as a kind of foreign aid to help emerging countries strengthen strategic industries that are too small to be a threat. It helps the economies of emerging countries to develop and creates new markets for U.S. exporters.
